Patrick Raney

Patrick Raney, PE – President

Based in Colorado, Patrick possesses 20+ years of Project Management, Electrical, Instrument, and Automation Engineering background most heavily focused within the domestic and international Energy markets with project portfolios including on and offshore oil & gas facilities (Gas processing, single/multi-phase gathering, NGL and crude storage/stabilization, multi-well pads, single well caissons, TLP, FPO, Floating hull), commodity transfer via truck, rail, and ship transloading, utility scale Solar, Wind and energy storage systems with considerable experience in passenger vehicle, hydrogen fuel cell and battery electric bus charging networks. Patrick holds a B.S. degree in Electrical Engineering from Southern Methodist University, is a Registered Engineer in multiple states, and maintains an active NCEES record.

Bernie LaFleur

Bernie LaFleur, PE – Manager of Engineering

Based in Colorado, Bernie Lafleur leads Spartan’s Engineering & Design Teams. He has 30 years of Oil and Gas, Aerospace, and solution mining experience in project management, engineering, equipment specification and technical leadership.

Bernie’s expertise is in upstream and midstream facilities including pipelines, compressor and pump stations, well pads, and processing facilities. His responsibilities have included Mechanical & Piping Engineering Manager, commercial & technical quality assurance, project scoping, project execution, estimating and schedule development.

Bernie holds a B.S. degree in Mechanical Engineering from the University of Wyoming, a M.S. degree in Mechanical Engineering from the University of Denver, and is a Registered Professional Engineer in multiple states with an active NCEES Record.

Jason Harvey

Jason Harvey, PE – Director of Pipelines

Based in Texas, Jason Harvey serves as Director of Pipelines & Terminals. An accomplished Engineering Project Manager with 17+ years of achievement leading oil and gas pipeline projects, Jason is adept in critical operations functions, including data & requirements gathering, scope development, project planning, budget administration, cost control, and safety/maintenance activities. Expertise in engineering design and implementation for horizontal directional drilling, pump station, meter/regulator station, storage terminal, and pipeline development. Highly knowledgeable of industry-government and safety regulations/codes. Excel in highly visible, people-facing roles, heading cross-functional teams, collaborating with stakeholders and management leadership to ensure project success.

Jason is a member of the National Society of Black Engineers and lead’s Spartan’s Diversity, Equity & Inclusion Program.

Meg Nyberg

Meg Nyberg – Director of Strategic Development

Based in Colorado, Meg Nyberg brings 15 years of energy experience in Engineering, Construction and Land Services to Spartan Engineering. Her background in energy provides a diverse set of project experience ranging from midstream pipeline planning to utility scale solar and wind siting. Meg serves as the Director of Strategic Development for SEI and sews her passion, experience and professional pillars into every relationship she builds. Her four professional pillars include: energy equity, Indigenous rightsholder relations, clean, domestic energy production and responsible land development.

Meg is an active leader, serving as the Board of Directors for the Energy Leadership Institute (ELI) and as an Executive Director for the Women of Renewable Industries & Sustainable Energy (WRISE) Colorado Chapter.
